Uduaghan Enjoins Public Officers to Uphold Transparency and Follow Due Process.
The State Governor, Dr. Emmanuel Uduaghan has emphasized the need for the Delta State Oil Producing Areas Development Commission, DESOPADEC, Government departments and agencies as well as public officers to uphold the virtues of due process, accountability and transparency in the conduct of Government business in order to provide quality service.
Governor Uduaghan stated this at Warri while declaring open a two day workshop on due process, transparency and accountability organized for senior officers of DESOPADEC in collaboration with the office of the Senior Special Assistant to the Governor on due process.
The Governor who was represented by the Commissioner for Economic Planning, Mr. Bernard Okumagba said the commission is faced with enormous challenges in assisting Government in the delivery of dividends of democracy to oil producing communities.
He said with the signing into law the fiscal responsibility Bill, all activities of DESOPADEC and Government agencies are to be carried out in compliance with best practices.
The Senior Special Assistant to the Governor on due process, Mr. Joseph Duke-Okeze said the training workshop will expose senior staff of the Commission to the rudiments of the concept of due process, transparency and accountability as well as provide the platform for the ventilation of ideas that would promote good Governance.
He said if the programmes and policies of the State Government must be realized DESOPADEC must follow due process in content around and other forms of Government transaction.
The chairman of the Commission, Chief Wellington Okrika, commended the State Government for its commitment ensuring that due process if followed in the discharge of Government business.
In his paper, due process certification understanding the process and procedures, Engineer Emeka Ezeh of the Bureau of Public Procurement said the public procurement Act of 2007 provides the legal and institutional framework for the enthronement of transparency, accountability, and value for money and efficiency in the procurement of works, goods and services within Government offices.
In the second lecture the programme analyst UNDO Nigeria, Mr. David Omozuafoh said the absence of transparency and fairness led the loss of about forty Billion Naira yearly prior to the establishment of the due process unit of the Federal Government.
